Prior to decent cad tools, combined with cheap labor, rework even in production gear was pretty common practice. Today, its become a lost art. There are reliability issues for sure, but the big killer is parts and pcb’s are cheap, and fast to aquire. Rework otoh is a killer labor wise, and specialized rework is even tougher.
